Revert compiler to VS2013 for upcoming 1.40

    Description

      Because of the problems with shell extension compiled with VS2015 on Windows XP, version 1.40 of CH needs to be compiled with VS2013.
      Adjust projects and build scripts settings to be able to build with VS2013.
