svnindex.cmd not embedding symbols

When executing source server symbols' embedding, teh svnindex.cmd does not find source files to be embedded. This is because the svn info command prints the output in system native language. The svnindex on the other hand, always expects english output.

Update the build script to set the LC_MESSAGES to english.
